The Peninsula Housing and Building Association (PHBA) is the Virginia Peninsula's professional association for the home-building industry, serving over 400 member companies in an area that is bordered by the City of Newport News to the East, James City County to the West, Gloucester County to the North and Isle of Wight County to the South.
As an affiliate of the National Association of Home Builders (NAHB), a federation of more than 850 state and local associations with 209,000 members nationwide, and its state affiliate, the Home Builders Association of Virginia (HBAV), PHBA is part of the most influential Housing network in the country.
Formed in 1956, PHBA is dedicated to making the Virginia Peninsula a better place to live and work, by creating a balance between the economy, the environment and affordable home ownership in all of our communities.
PHBA's mission is to promote the housing and building industry through its commitment to improving the quality of life within the community it serves. It fulfills this mission by providing governmental representation, business services such as group insurance, industry promotion, education, business referrals, communication and networking for its membership of industry professionals. |
Membership |
Members now number approximately 400. Members include:
- Builder members, are broadly defined as those who rent, develop or improve real property in the cities of Hampton, Newport News, Poquoson, and Williamsburg, as well as, the counties of Gloucester, Isle of Wight, James City, Matthews, and York.
- Associate members, which are companies providing products and services to Builder members such as suppliers, subcontractors, manufacturers, architects, engineers, real estate professionals, lenders, attorneys and other industry related firms.

| Board of Directors |
| PHBA is a volunteer member driven organization. Members are selected after peer review. PHBA Bylaws provide that members elect Officers and a Board of Directors. The Board of Directors is comprised of builders and associates who set policy for both management and public affairs of the organization. Presidents, after serving their term of office become life directors. Taken together, current and life directors read like a Who's Who of building on the Virginia Peninsula. |
Officers |
| PHBA officers are elected by the Board of Directors and serve one year terms. The President is responsible for maintaining the overall direction of the association and serves as Chairman of the Board. The First and Second Vice Presidents usually assume responsibility for governmental relations and membership, the Treasurer for finances, and the Secretary for membership services. The Associate Vice President is responsible for the overall affairs of the associate membership. Traditionally an officer "climbs the ladder", which provides him/her with the full range of knowledge on association issues and operations. |
Committees |
| PHBA's extensive operations are coordinated by more than fifteen committees, each open to and comprised of volunteer members, advised and assisted by the professional staff. An Executive Committee meets monthly and supervises all association activities, under direction of board policy. A Finance committee establishes an annual budget. A Nominations committee selects a slate of officers and directors. Major events and functions of the association are also actively directed by a committee. These committees include Membership, Government Affairs, Political Action, Golf Outing, Summerfest, Parade of Homes and more. |

PHBA has four Councils open to interested members:
- Multifamily
The Peninsula Apartment Council (PAC) was formed in 1968 for the purpose of providing regulation and legislation information, educational programs and national, state, and local representation for the Peninsula multi-family industry. Council members have helped to act on proper legislation, draft building codes, serve on Landlord and Tenant commissions, serve on advisory committees and task forces. - Remodeling
A number of business firms involved in the remodeling industry recognized the need for a professional organization which would promote quality remodeling and renovation on the Peninsula. In 1980, this group joined to form the Peninsula Remodelers Council (PRC) to promote and conduct quality and ethical business. - Sales and Marketing
The Peninsula Sales and Marketing Council (SMC) was organized in an effort to improve the sales and leasing techniques for those who represent home sales and marketing. SMC is dedicated to maintaining a high level of professionalism through education and the exchange of ideas. They are committed to promoting professional standards hosting educational workshops and seminars, providing communication between consumers and professional builders and recognizing and awarding successful marketing individuals. - Williamsburg Community Builders Association
The Williamsburg Community Builders Association is a Chapter of the Peninsula Housing & Builders Association. The WCBA was formed in 1997 to address local issues of concern specific to the James City, Williamsburg, and Upper York counties. The Chapter conducts monthly membership meetings, usually on the second Thursday of each month. The Chapter is involved in a variety of activities. Some activities include roundtable meetings with local government staff to discuss builder/developer issues. Other activities include educational programs to inform members on new building code issues, legislative issues, etc. Members of WCBA contributed over $500,000 in goods and services to the Hospice House in Williamsburg which is a facility that enhances the quality of life for people facing the final phases of life. | Professional Staff |
| PHBA retains a professional executive, managerial and support staff. The Executive Vice President, an experienced building industry Association Executive, offers expert advice to the association's volunteer leaders, and acts, in conjunction with the President, as its chief spokesman . PHBA's day to day operations are handled by an experienced group pf professionals whose departments include operations, special events, member services and public affairs. All staff seek to maximize the real resource of the association which is the wealth of talent and expertise of its volunteer members who work for the good of the industry and the public. |
